Proposed Improvement Objectives and Indicative Actions
- Develop phase 3 of the Customer Focus Programme and prioritise service improvement projects and digital system replacements.
- Update the planning service improvement plan to include a review of processes and charges.
- Pilot the introduction of smaller refuse collection vehicles to improve the waste collection service.
- Create an operational control room to assist with planning and controlling waste collection.
- Deliver an effective and efficient street cleansing service across the city.
- Invest in and increase the usage of leisure centres by delivering the Leisure Transformation Programme – Phase 3 and 4.

- Deliver the Neighbourhood Regeneration Fund and other capital investments in local areas.

- Develop and deliver the Belfast Public Bike Hire Scheme.
- Progress the delivery of Greenways Programme.
- Deliver the Belfast 2024 Cultural Programme.
- Deliver the Belfast Tree Strategy and Action Plan.
- Continue to deliver the 1 Million Trees Programme.
- Continue to lead on the Council’s Climate Action Plan.
- Develop and adopt the Belfast Electric Vehicle (EV) Strategy.
- Develop a Council Energy Plan.
- Deliver the Horizon Europe funded UP2030 project which aims to embed net zero in urban planning.
- Operate Household Recycling Centre's services, segregating various waste streams and working in partnerships with others to ensure items are reused, recycled or recovered.
- Deliver Northern Ireland Enterprise Support Service (NIESS) to increase the number of new business starts and to support business growth.
- Deliver employment and upskilling academies in priority sectors in line with industry demand, focusing on inclusive growth target areas.
- Deliver key programmes identified within the Labour Market Partnership Action Plan.
- Extend business commitment to the Belfast Business Promise (BBP)
- Encourage city innovation, by delivering the Augment the City Challenge competition, inclusive innovation demonstrator projects and Belfast 5G innovation engagement programme.
- Deliver the Social Value Procurement Policy
- In partnership, promote support and advice services across the city to help with the high cost of living and anti-poverty.
- Extend the delivery of cost of living and anti-poverty support programmes (e.g., Social Supermarkets and Hardship Programme).
- Provide funding and support to community based advice services across the city.
- Provide funding and support to organisations who provide capacity support and local services.
