Why we are consulting

As you may be aware the council made a commitment in the draft Plan Strategy (dPS) to prepare Supplementary Planning Guidance (SPG) to support and clarify policies included within the Local Development Plan (LDP), which was set out in appendix E of the document (page 320).

As the Department for Infrastructure (DfI) has now directed the council to carry out modifications and progress work towards the adoption of the dPS it is now appropriate to consult on the proposed suite of SPG that will support the implementation of an adopted Plan Strategy. The development of SPG has continued in parallel with the dPS process but it was no possible to carry out public consultation until the policies had been subject to Independent Examination. It is now proposed that the draft documents can be published for consultation to ensure that comments received can be taken into account and that finalised guidance can be published alongside the Plan Strategy when adopted.

SPG represents non-statutory planning guidance. They are intended to be read in conjunction with the existing planning policy framework, most notably the Strategic Planning Policy Statement (SPPS) for Northern Ireland and the Belfast Local Development Plan Strategy. They apply to Belfast local government district and are intended for use by developers, the public and by planning officers to support the assessment and delivery of planning proposals.

The council has produced 17 SPGs in order to provide further detail and clarity on the interpretation of policies set out in the Plan Strategy (PS). The topics covered are:

  1. Advertising and Signage
  2. Affordable housing and housing mix
  3. Development Viability
  4. Evening and Night time Economy
  5. Loss of zoned employment land
  6. Masterplanning approach for major development
  7. Placemaking and Urban Design
  8. Planning and Flood Risk
  9. Residential Design
  10. Residential extensions and alterations
  11. Retail and Main Town Centre Uses
  12. Sensitive uses
  13. Sustainable Drainage Systems (SuDS)
  14. Tall buildings
  15. Transportation
  16. Trees & Development
  17. Waste Infrastructure

We are asking for comments on the different draft SPGs in advance of their adoption by Council alongside the draft Plan Strategy. The comments received will assessed in respect of the need for potential amendments to the SPGs and this consideration along with any proposed changes will be set out in a consultation report. Following this consultation and subject to any further amendments considered necessary, it is intended to adopt the suite of SPG to support the assessment of development proposals and decision making.

A consultation draft is available for 12 weeks and we look forward to receiving your comments on it by 4th August 2022.
