We want to encourage pride in a vibrant Belfast city centre, where retail, leisure and civic space complement one another and collectively provide an attractive destination for residents and visitors alike.

2 Royal Avenue2 Royal Avenue

Following the departure of Tesco from 2 Royal Avenue in October 2021, we trialled the cultural-focused use of the building. This pilot project has been really positively received, with over 20,000 residents and visitors accessing a wide ranging programme of over 500 events and activities spanning music, exhibitions, well-being, food demos, children’s workshops, dance classes, lectures, book launches, markets and more. They’ve also enjoyed visiting 2 Royal Avenue as a welcoming place to sit and relax, meet, or have a coffee. 2 Royal Avenue will continue to offer a similar programme until December 2023.

We’re now seeking your feedback on this pilot phase to help shape long term possible uses for this landmark heritage building.

2 Royal Avenue provides an exciting opportunity to:

  • introduce a cluster of small scale, high quality retail units for local independent retailers and traders, some with linkages directly onto Bank Street; supported by new lighting, paving and planting
  • support a Creative Hub offering cultural organisations a sustainable home – accessible and welcoming to all
  • implement new complementary units onto Bank Square, supported by new lighting, paving and planting
  • retain valuable civic enjoyment of the building by introducing further food and beverage offerings in the heritage setting of the dome – a place where residents and visitors alike can enjoy the building’s unique setting and atmosphere

We expect that adapting this heritage building for these potential long term uses, subject to funding, will involve internal refurbishment, removal of the former Tesco service yard infrastructure and replacing it with new frontage and public realm onto Bank Square, and installation of extended upper level floor space (in keeping with the Conservation Area setting) for the Creative Hub.

We would complete work on the façade of the front and rear buildings to preserve and enhance the architectural merit and and integrate the building with its surroundings – for example by introducing natural light into the rear of the building, glass frontages onto Bank Street and Square, and improved public realm onto Royal Avenue.

These are only outline designs and the beginning of the engagement process. It’s our aim that these usages and public realm improvements will lead to a variety of benefits for many different people.
