Why we are consulting
Following the local government reform in April 2015, 30 public off-street car parks transferred from the Department for Infrastructure to Belfast City Council. At that time, we also inherited the Off-Street Parking Order (2000) NI. This legislation, which governs the car parks and how they operate, now needs to be updated with each council area enacting its own off-street parking order.
We have prepared a new and consolidated Belfast Off Street Parking Order which largely remains unchanged from the existing Northern Ireland (NI) Order. However, we are proposing some amendments and want to know your views before we make any changes.
What we are proposing
The Off-Street Parking (Belfast) Order 2026 in its draft form will:
Reproduce provisions of previous orders
Include four additional existing public car parks in the order and remove two existing car parks no longer managed by Belfast City Council (Schedule 1)
Introduce concession for Blue Badge parking (Article 19)
Introduce provision for the suspension of car parking places for works or events to be undertaken (Article 32)
Whilst some of the proposed changes cannot happen until the Department for Infrastructure (DfI) revokes the NI Order, we've decided to seek feedback on the overall proposed changes and present the options in a joined-up way. We envisage introducing an initial Belfast Order to enable the inclusion of the four car parks currently outside of the NI order. This is necessary for legal reasons. We will then bring an amended order to incorporate the other provisions after DfI has completed their statutory process.
