Strategy development

Why is Belfast City Council developing this strategy?

The draft Belfast Pitches and Outdoor Sports facilities Strategy builds on what was delivered under the first Playing Pitch Strategy and is intended to support Belfast’s overarching Physical Activity and Sport Development Strategy. It aims to further strengthen our approach and sets out our vision for high quality; accessible and sustainable outdoor sports provision for the City to meet increasing demand and changing community needs.

    What sports are included?

The strategy covers 11 sports, including American Football, Athletics, Basketball, Cricket, Cycling, Gaelic Games, Hockey, Lawn Bowls, Rugby, Soccer, Softball

How long will the strategy last?

The strategy covers the period 2026 to 2036, which aligns with the Physical Activity and Sport Development Strategy 2026 to 2036 .

Why are soccer and Gaelic Games being prioritised first?

Research and evidence show that these sports have the highest participation levels and create the greatest demand for sports facilities. Prioritising them helps ensure that facilities meet current and future community needs.

Does this mean other sports will not receive investment?

No. All sports remain within the scope of the strategy. Partnership and resource initiatives will support all sports, while future reviews will consider facility needs across all sports in scope.

Facilities

Why is there a focus on 3G pitches?

3G pitches can accommodate significantly more playing hours than natural grass pitches and help meet growing demand, particularly for training and year-round use.

Will grass pitches continue to be supported?

Yes. The strategy recognises that many sports, particularly Gaelic Games, prefer grass surfaces for matches. The Council will continue to maintain and improve grass pitches while considering where artificial surfaces may be appropriate.

    Will existing facilities be improved?

Yes. The strategy includes improvements to existing facilities. Which may include pitches, floodlighting, changing accommodation and maintenance programmes.

Will there be new pitches built?

The Council will identify potential sites for new pitches and explore opportunities with partners, but all future developments will be subject to need, feasibility, funding and land availability.

Accessibility

How will the strategy support people with disabilities and underrepresented groups?

The strategy includes a commitment to reducing barriers to participation and ensuring facilities are inclusive, accessible and welcoming for all communities.

How will the strategy improve access for women and girls?

Future investment will seek to improve facility quality, accessibility and changing accommodation while responding to growing participation among women and girls.

    What role will schools play?

The Council will work with schools and the education sector to improve community access to sports facilities outside school hours.

Resources

How will bookings be managed in future?

A new online booking system and updated booking policies will improve customer experience, increase transparency and help ensure fair access. This is currently in development.

Will this affect existing bookings or club arrangements?

There are no immediate changes to existing arrangements. Any future changes to booking systems or facility use will be communicated with users and stakeholders in advance.

How can I have my say?

Residents, sports clubs, community groups and stakeholders are invited to share their views during the consultation period. Feedback will help shape the final strategy and future implementation plans.

How will the strategy be funded?

Delivery will require a combination of Council investment, external funding, partnerships and contributions from sports governing bodies and other stakeholders.
