Consultation Overview

Introduction

The future development of Belfast will be shaped by a number of key documents, including the Belfast Agenda and the new Local Development Plan (LDP) for the City. The Belfast Agenda is the City’s community plan, developed by a partnership of organisations and led by Belfast City Council (the Council). It represents our joint community commitment to the city and its long-term success.

The LDP will set out how the Council area should develop and is vital to the delivery of the outcomes in the Belfast Agenda.

The Local Development Plan 2035

The Belfast LDP 2035 sets a vision for how the Belfast should look in the future. The LDP will guide investment and set out the policies and proposals for the use, development and protection of land in Belfast. The LDP will make economic growth possible and help meet the needs of the community. It will consist of two documents.

The Plan Strategy (PS) and Local Policies Plan (LPP) together will become the principal consideration when determining future planning applications for development in the city.

Call for Sites

The ‘Call for Sites’ is an early opportunity for individuals, landowners and developers to suggest sites within the Council area for new development up to 2035. Proposals for any use (such as housing, commercial, retail etc) can be put forward to help identify a pool of sites for further consideration.

There are a lot of sites which the Council are already aware of, such as land owned by public bodies (including the Council, NI Housing Executive, government Departments, etc.), land with live planning applications or land where planning permission has been previously granted.

The ’Call for Sites’ exercise will not determine whether a site should be allocated for development. However, the process will help identify sites which will undergo further consideration through a range of technical work. It will help to inform future decision on zonings and designations in the new LDP.

If you want a site(s) in Belfast to be considered for development, we want to hear from you. Please complete our survey using the following link to an interactive map, where you can draw out the boundary of the piece of land you wish to suggest and make any comments about potential uses.

All submissions must be received by 5pm on Friday 01 March 2024
